Tense Games has announced Seabed Settlers, a city-builder and simulation game that takes you into the fascinating world of underwater urban development. Humanity, fleeing the ruined surface world, begins a new life on the ocean floor. Inspired by classics like Caesar III, the game challenges you to build algae farms, cultivate genetically modified sea wheat, and harness energy from deep thermal vents.
In Seabed Settlers, you’ll construct underwater cities, manage resources, labor, and population needs. Cities don’t expand freely, they require careful planning across uneven terrain, and thermal vents become essential for energy production. Production chains are complex yet intuitive: fishing provides protein, sea wheat is harvested and stored, then processed into sea bread in bakeries before being distributed to markets that supply nearby habitats.
Habitats evolve through tiers, much like in Caesar III. Early habitats require basics like oxygen and food, while higher tiers demand education and entertainment. If the workforce becomes too small, key infrastructure shuts down, while high unemployment can lead to unrest.
You’re not alone in this underwater world, a powerful overseer imposes quotas and demands tribute. Ignoring these requirements brings consequences. Most missions focus on peaceful management, but occasional defensive challenges, like attacks from submarine raiders or mutated creatures, remain secondary to the city-building experience.
Seabed Settlers is slated for release in early 2026 for PC via Steam.
