Gilded Destiny Revealed Rebellion System in Latest Dev Diary

Gilded Destiny just released a new dev diary that detailed the Rebellion System designed to model the complexity and variety of revolutions that defined the Nineteenth Century. From the birth of the American democracy to the South American wars of independence and the impact of the French Revolution, the era was a “breeding ground for revolutionary sentiment.”

At the core of the system is Unrest, a value assigned to every province ranging from 0 to 100. When this value reaches the critical point of 100, it triggers an open rebellion and spawns a rebel army in that province. The main causes of this growing Unrest are designed to be dynamic and identifiable:

  • Low Government Support: If a government loses popularity by losing wars, getting embroiled in scandals, or making unpopular decisions, this creates low Government Support. Low Government Support contributes Unrest to all provinces in a top-down fashion.
  • Low POP Happiness: The happiness of the POPs (Population Units) within a province is a critical factor. The size of the POP matters significantly; a small, unhappy POP may never generate enough Unrest to cause a rebellion on its own. A critical mass of unhappy people is required to push a province’s Unrest to 100 in a bottom-up fashion.

The system also uses an Unrest Threshold, a value that varies based on the player’s government type. If the Unrest value climbs above this threshold (but stays below 100), Unrest Events may trigger. These events give the player a chance to get the situation under control, usually at a political or financial cost, before a full-scale rebellion breaks out.

The Anatomy of Open Rebellion

When a province’s Unrest hits 100, an army of rebels will spawn, and the nature of that army is determined by their ultimate goal:

  • Political Rebels want to overthrow the existing government and install a party that aligns with their political opinions. Will attempt to march directly on the capital, occupying additional provinces with any excess forces.
  • Nationalist and Separatist Rebels are concerned with their specific province’s destiny, aiming to break away from the country altogether. Will attempt to seize and hold provinces they consider part of the country they wish to join or form, based on majority culture (Nationalists) or province cores (Separatists).

If the rebels successfully hold their intended goal for a sufficient period, the rebellion succeeds. For Political Rebels, this results in the current government being replaced. For Nationalist and Separatist Rebels, the occupied provinces are transferred to another country (or a new one is founded). The seceding country automatically gains a casus belli to retake the lost territory.

While the system is designed to create narratives based on certain conditions, the developers recognized the need to provide depth for famous historical events. Therefore, several key historical rebellions will have additional scripted content that interacts with the core Rebellion System. This ensures that iconic events are represented with sufficient complexity, while still remaining dynamic and potentially avoidable, based on the player’s actions in the game world.

Gilded Destiny is going to be available on PC via Steam in 2026.
